Palestinian Assistance Monitoring System (PAMS)

is an interactive web-based donor assistance tracking system. PAMS records pledges, commitments and yearly disbursements from all major donors on a project-by-project basis for projects which are implemented in the West Bank (including East Jerusalem) and the Gaza Strip.

 

The Directorate General of Aid Management and Coordination (AMC) of the Palestinian Ministry of Planning (MOP) has implemented a donor assistance and projects tracking database, the Project Information Monitoring System (part of the Aid Coordination Project).  PAMS enables MOP to fulfill its mandate of tracking donor support to the Palestinian National Authority and people.   It also provides Palestinian ministries and institutions as well as the donor community a detailed view of donor aid and development projects.   For more info on the Aid Coordination Project, click here

 

PAMS database will enable MOP to do the following:

  • Track donor support to the different sectors of the Palestinian economy

  • Track budget support to the Palestinian Authority

  • Track donor support by geographical region

  • Determine the disbursements of funds by program/project

  • Determine the status of commitments/funding to PNA budget

  • Determine status of programs/projects/activities

  • Monitor of projects and programs

  • Specify new requirements and priorities on a national level based on accurate, reliable information as a bases for developmental plans.

  • Analyze and evaluate national developmental plans.

PAMS baseline:

  • Database contains records of commitments, projects after 2002.
  • Ongoing projects before 2002.
